Article 31
 

31.1. The Institute is an authority on electoral matters, independent in its decisions and functioning and professional in its performance.


31.2. The assets of the Institute are made up of the movable assets and real estate assigned to it for the compliance with its objective and the funds appropriated to it in the Expenditure Budget of the Federation, as well as the revenue it receives for any reasons deriving from the application of the provisions of this Law.


31.3. The budgetary resources for the public f nancing of the political parties are not part of the assets of the Institute, and therefore the Institute cannot change the calculation for its determination nor the amounts resulting from this calculation, in accordance with the present Law.


31.4. The Institute will be governed by the relevant constitutional provisions and the other applicable provisions for its organization, functioning and control. Also, it will be organized according to the principle of administrative decentralization.
