99.1. The Local Public Bodies will have a higher management body integrated by a President Councilor and six Electoral Councilors, with the right to speak and vote; the Executive Secretary, and representatives of the political parties with national or state registration, who will participate in the sessions only with the right to speak.

99.2. The assets of the Local Public Bodies are made up of the movable assets and real estate allocated to them for the fulfillment of their objective and the consignments given to them annually from the expenditure budgets of each state for the organization of the local electoral processes and for the financing of the political parties.
