360.1. The organization and development of the election of independent candidates will be the responsibility of the executive directorates and technical units of the Institute on the central level; regarding the decentralized bodies, the corresponding local and district councils and executive boards will be competent.

360.2. The General Council will issue the respective rules of operation, using rationally its administrative units in according with the definition of their powers, and observing the provisions of this Law and the other applicable regulations.
