The members of the constituency election commission shall be excused from the official duties or labour duties thereof for the time necessary for participation in the commission. During that time, the said persons shall use an unpaid service leave which shall be assimilated to the length of employment-service or civil-service seniority or, at their request, the paid annual leave to which they are entitled.
