The parties and the coalitions, as well as the Minister of Foreign Affairs or a deputy minister empowered thereby, may make proposals for replacement of a member of a section election commission nominated thereby. Any such proposal shall be presented to the Central Election Commission not later than seven days in advance of polling day. The Commission shall effect the changes not later than five days in advance of polling day.
