The persons engaged in the conduct of the elections as members of a section election commission or as security guards of the relevant voting section may exercise the franchise thereof after entry on the supplementary page of the electoral roll if they have the right to vote in the respective type of election and upon presentation of a declaration completed in a standard form to the effect that they have not voted and will not vote elsewhere. The said declaration shall be attached to the electoral roll and shall constitute an integral part thereof.
