The seats in the county council assembly in a county that is divided into constituencies comprise permanent constituency seats and adjustment seats. Nine tenths of the seats are permanent constituency seats.
If this number is not a whole number when the number of permanent constituency seats is calculated, it shall be rounded down to the nearest whole number. The remaining seats are adjustment seats.
