(1) The electoral bureaux and offices shall operate in the presence of the majority of their members, and take decisions by a majority of votes of the present members. The Central Electoral Bureau shall operate in the presence of the majority of its members, and take decisions by a majority of votes of the present members.
(2) In case of equality of votes, the president shall have the decisive vote.
