Constituencies


Following each parliamentary election to the Althing, the National Electoral Commission shall calculate whether the number of voters on the electoral register for any parliamentary seat in one constituency, including adjustment seats according to paragraph 2 of Article 8, are only half the number of voters for any other parliamentary seat in some other constituency, according to the electoral register in the recent elections, cf. paragraph 5 of Article 31 of the Constitution. If so, the National Electoral Commission shall alter the number of constituency parliamentary seats for these constituencies so that this difference is diminished. That change must, however, never be more than is needed at any time in order to satisfy the requirements of this provision of the Constitution.


The National Electoral Commission announces the change in the Government Gazette as soon as it has been made.1)


The authority of the National Electoral Commission to change the number of members of parliament in the constituencies according to this particular Article, however, only covers those constituency seats that exceed the constitutional minimum, cf. paragraph 3 of Article 31 of the Constitution.
