Electoral commissions
Alternates assume a seat in an electoral commission in the absence of the principal members pursuant to the general rules for proportional representation, but otherwise following the order in which they are elected or appointed. If an electoral commission cannot be filled through this arrangement it shall summon the person or the persons needed in order to fill up the places.
