Within five working days after the publication of such Nominations. notice any person who: (a) at the general election held immediately prior to the occurrence of the said vacancy was a candidate nominated for election as a Member of the House for the electoral division in respect of which the vacancy has arisen, and did not withdraw from the election and was not elected, and (b) is still qualified to be so elected may with his consent, be nominated as a candidate for the said vacancy.
