(1) If a vacancy occurs in a seat which has been filled in accordance with this Part of these Regulations, or in accordance with subarticle (1) of article 54 of the General Elections Act, or if on a vacancy occurring no candidate is validly nominated, or if after examination of the ballot papers of the vacating Member no candidate secures election, the vacancy shall be filled by co-option, by the Members of the House of a person duly qualified for membership of the House.

(2) In filling a vacancy by co-option, regard shall be had to the representation as nearly as may be of the interests and opinions represented and held by the vacating Member.
