The delegation of the Venice Commission learned that there was not sufficient support for a petition to the Constitutional Court under Article 148 of the Constitution. The opposition CHP party is of the opinion that the amendment is unconstitutional but decided to vote for the Amendment for political reasons in order not to be accused of favouring terrorism (see above section V) and, therefore, did not challenge its constitutionality.
