(1) The municipalities shall prepare the register of electors eligible to vote in individual election wards (hereinafter referred to as ”electoral register”) with reference to the permanent electoral register6). The foreign nationals who are permanently resident in the municipality and have reached 18 years of age on the day of the poll shall be added into the electoral register by the municipality.
(2) Pursuant to paragraph (1) above, the municipality shall deliver two identical duplicates of the electoral register to the District Election Commission not later than two hours before the beginning of the poll.
(3) On the polling day the District Election Commission shall add into electoral register -
(a) the voters pursuant to court decision7);
(b) the voters who prove by a valid identity card that their permanent address is in area within the election ward8).
