The 2014 Joint Opinion recommended a number of improvements with regard to the system of electing Members of Parliament. The OSCE/ODIHR and the Venice Commission recommended that “consideration should be given to reviewing the legal provisions regarding the criteria to be considered in the delineation of constituencies and allocation of mandates through a public and inclusive discussion to ensure compliance with the principle of equal suffrage.” The number of multi-member constituencies remains the same in the Electoral Code in force, but the delineation aimed at reducing the deviation among constituencies appears only partly addressed by Annex No. 1 to Article 248 as there is still a minimum of fourseats per constituency.
