This analysis applies with, at least, equal force in respect of proposed constitutional referendums, and in particular to referendums on the change of the political system, although, admittedly, a complete collapse of the existing constitutional order might require a constitutional referendum during a state of emergency. Whether permanent constitutional change should occur during a state of emergency is dependent on whether the circumstances are such that democratic principles will prevail. The following paragraphs proceed on this basis.
