The first Joint Opinion recommended, in paragraph 52, that the President’s power be properly weighted and that the President should hold consultations with all parliamentary parties before appointing CEC members. It further recommended that the process to elect CEC members in parliament be inclusive, so that all parties may have trust in the CEC.
