The right of observers to be present during the vote count, even if not expressly listed among the observers’ rights (Article 32.1), appears in Articles 68.2 and 32.1.4 of the final Electoral Code. Furthermore, observers are mentioned in Article 67.14, which allows them to request that violations of voting procedures be recorded in the PEC registration book. However, observation of the tabulation is not expressly envisaged in the final Code. The recommendation concerning the rights of observers is therefore partially followed.
