The structure of the election administration remains unchanged, with Article 36.1 establishing a three-level system of election commissions, consisting of the Central Electoral Commission (CEC), District Election Commissions (DECs) and Precinct Election Commissions (PECs). Paragraph 4 of the same Article declares that election commissions shall be independent from the state and local self-government bodies.
