Paragraph 23

Article 114 par 3 of the Constitution stipulates the procedure for adopting constitutional amendments i.e., that the Jogorku Kenesh shall adopt the amending law within 6 months (first sentence), the amending law shall be passed by a two-thirds majority following at least three readings with two months’ intervals in between (second sentence) and the amending law shall be submitted to a referendum by a two-thirds majority of the Jogorku Kenesh (third sentence).
