La Commission de Venise a toujours attribué à l’Etat de Bosnie-Herzégovine la compétence générale en matière électorale (comme le prévoit l’annexe 3 de l’Accord-cadre général), tout en admettant certaines interventions de portée limitée des entités tant qu’elles respectent les grands principes définis dans le droit fédéral^14.
