(1) The local election commission shall take a decision as to certify or refuse to certify the question within thirty days after the submission of that question. The local election commission certifies the question if it satisfies the conditions of this Act with respect to the question.
(2) The question submitted by the organiser may only be certified if the signature sheet meets the statutory prescriptions.
