According to Article 8A(4), voters may only support one presidential nominee. Paragraph 77 of the 2010 OSCEODIHR and Council of Europe Venice Commission Guidelines on Political Party Regulation43 states that “in order to enhance pluralism and freedom of association, legislation should not limit a citizen to signing a supporting list for only one party”. The Venice Commission and ODIHR recommend allowing voters to sign in support of more than one candidate for presidential elections.
