(1) The Council of Ministers and the regional and municipal administration in cooperation with the election committee shall carry out the organisational and technical preparation for the elections. (2) The costs for the preparation and holding of the elections, except for the production costs of voting ballots, shall be borne by the state budget in accordance with the accounts drawn up in consultation with the Central Election Committee. (3) Any applications, petitions and other certificates under this Act shall be exempted from government charges or fees.
