Consequently, the postponement of local elections exceeded the competence of the President. It will be for the Assembly and its investigation commission and finally the Constitutional Court to establish whether this was a violation of the Constitution and, if so, whether it was also “serious” enough in the sense of Article 90 of the Constitution to warrant impeachment proceedings.
