Precinct election commissions shall be appointed by the Central Election Commission.

District election commission shall comprise a chairman and three members and their alternates. President of the district electoral commission shall be appointed from among the judges, his deputy from among other graduate lawyers.

Other members of district electoral commissions and their deputies are appointed on the proposal of political parties, taking into account their proportional representation. Proposals for the appointment of members of precinct election commissions and their deputies can make the representative bodies of local communities in the constituency.

In appointing the members of precinct election commissions and their deputies in the preceding paragraph shall first take into account the proposals of political parties, with whose lists of candidates were in the last elections to the National Assembly elected candidates, in the order according to the number of elected candidates with a tie decide to draw, then the proposals of other political parties and local communities, so as to ensure pluralistic political composition of the electoral commissions. If the proposals are no or too little, for lack of members and their alternates shall designate an official employees in state administration bodies or local community administration.
