The Commission is a permanent, independent state body which acts within its scope of activity in accordance with this Act and other laws regulating the election of representatives to the Croatian Parliament, the President of the Republic of Croatia, members of the representative bodies of units of local and territorial (regional) self-government, heads of municipalities, mayors, county prefects and the Mayor of the City of Zagreb, members of councils and representatives of national minorities in units of local and territorial (regional) self-government, and the holding of state, local and advisory referenda.
