The Draft Law contains a section, “Prior Registration of Voters for Out-of-Country Voting” (Articles 15-18). Under the Draft Law, prior registration for out-of-country voting could occur anytime until the last day for requests to be submitted concerning the voter list (Article 16), which is 14 days before an election. The Final Draft makes its clear that such registration must be conducted at the relevant facilities (Article 15).
