Notwithstanding these provisions, and similar provisions for out-of-country voting, voting certificates would continue to be used in certain cases – e.g., for voters who do not obtain prior or temporary registration in time to be entered on the voter list, or in other situations. Under Article 39, such certificates could be issued by any competent registration authority which had registered a voter, including diplomatic/consular facilities as well as local authorities.
