Article 75
 

A presiding election board shall, with sufficient notice prior to the election, advertise the time and location where it will convene to open the ballot boxes and count the votes, unless there is only one polling section and vote counting is done following the closing of the polls. Subordinate election boards are responsible for ensuring that the ballot boxes and election documents which are to accompany them are delivered into the hands of the presiding election board, unless valid cause prevents them from so doing. Counting of votes shall always take place as soon as possible, in the assessment of the presiding election board.

If elections are postponed as provided for in Article 89 counting of votes may never take place until elections are completed everywhere.
