The election official and the electoral commission must get a receipt from the person the covering envelopes are handed over to that he or she has received the covering envelopes. The election official of a Finnish ship must without delay deliver the covering envelope to the Ministry of Foreign Affairs or to a Finnish mission in the country where the ship is at harbour or to which it first arrives. The election official of the Finnish mission, or, if the mission does not serve as an advance polling station, the Head of the Mission, must ensure that the covering envelope that has been given there or that has arrived there is delivered to the Ministry of Foreign Affairs in a manner determined by it. The Ministry will without delay ensure the delivery of the covering envelope to the central election committee of the municipality in question, complying with what is provided in section 62 (1) where applicable.
