Paragraph 24

On the other hand, the majoritarian component could be important in terms of approaching the voters and their elected representatives.  The draft also seems to consider this aspect, when organising the distribution of Deputy mandates.  In effect, once the total number of 450 seats has been proportionally distributed among the parties exceeding the 5% electoral threshold, the list of elected Deputies shall be made based on the results of elections in (every one of the 450 territorial) constituencies.  More precisely, the list of elected candidates of a party will be made out considering the largest percentage of the votes cast for that party in the different territorial constituencies, so that candidates shall be placed on the list in the order of diminishing percentage of votes cast for the party (election bloc) in constituencies (Article 56.5).
