The draft also keeps an excessive variation in the number of voters in any electoral district (or polling station), from 20 to 3,000 (Article 15.6).  3,000 voters are too many, if ballots have to be counted efficiently.  One can also repeat what the 2001 Venice Commission opinion said about the exceptional possibility of late formation of an electoral district (Article 15.7); this should be avoided, but in any case the law should set up some objective criteria to allow it.
