Election of the President After receiving the reports from all electoral district committees as laid down in section 141, Helsinki electoral district committee without delay confirms the final number of votes cast nationally for each candidate in the second round of the  election and reports the confirmed number of votes without delay to the Council of State. On the fourth day after the second round polling day, the Council of State declares which one of the two candidates has received more votes in the second round of the election and has thus been elected President of the Republic under the Constitution. After stating the result of the vote, the Council of State notifies the elected candidate of the matter in writing, and gives a public proclamation of the result of the presidential vote, which shall be published in the Statute Book of Finland. The proclamation must also include the number of votes cast nationally for both presidential candidates and the total number of votes.
