19. Instead, election commissions have tended to address problems in election administration only in response to formal complaints. The commissions have also approached complaints very legalistically, with the result that many problems in electoral administration have not been corrected either during the elections or in the period for complaint and appeal. In part, this resulted from an interpretation of the election laws under which the only remedy for violations is for the SEC to annul the results from polling stations and hold repeat elections there.
