Notably, appointments to election management bodies are to be made consistent with “adequate and equitable representation” of minorities and women, with the latter to occupy 30% of the positions and adequate and equitable representation for recognised minorities on MECs and electoral boards in municipalities in which at least 20% of the population is from a particular minority (Article 21).
