39. Article 31 still uses the term “supervise” for the SEC’s relationship with other election bodies, not ‘instruct’, even though the term instruct is used at other places. The list of tasks is otherwise very detailed and there is a danger that such detailed lists may be incomplete. More general but still definite rules may often be better when describing the tasks of the most superior election management body.
