46. Not only would this approach cause a loss of expertise, but could also lead to questions being raised about the motivations for such extensive turnover. For these reasons, consistent with the limits of the Code, Parliament should consider phasing in (or “staggering”) the terms of new appointees to election bodies so that a regular rotation of membership can be instituted.
