58.  Similarly, it has to be noted that the minutes forms and other electoral materials are to be provided in a second official language in addition to Macedonian, to election management bodies within municipalities in which 20% or more of the population speaks the second language.[19] This responds to international observations that the absence of materials in the second language in areas with a large minority population has caused electoral officials not to fill in the forms, especially minutes (protocol) of the results, completely or correctly.
