137.  Fortunately, a revised provision on ballot validity would be carried over from existing law (the Parliamentary Election Law).[103] This provision is somewhat problematic, since there appear to be contradictions among its three paragraphs. But the intended result is that in addition to those ballots on which the voter preference is properly indicated (by circling the ordinal number), other ballots would also be considered valid provided the intention of the voter is clear. The exception would be if there are marks in two different places, corresponding to different lists or candidates, on the ballot.
