178.  On the issue of the language of electoral processes, major improvements have been made in determining which proceedings and materials would be subject to the use of a second official language or a minority language. These improvements, continuing the implementation of the Ohrid Framework Agreement, largely base issues of language use on whether at least 20% of the population in a municipality speaks a second language.. While considerable details have been worked out, however, some linguistic issues still remain to be resolved.
