As far as the general legal framework for organizing elections is concerned, the regulatory levels should be clear and there should be a certain stability of electoral law. The Code of good practice in electoral matters of the Venice Commission gives clear reasons for it:

 

“[…] Stability of the law is crucial to credibility of the electoral process, which is itself vital to consolidating democracy. Rules which change frequently (…) may confuse voters.”[3]
