This is on the whole a carefully considered law in which the functions, responsibilities and potential problems arising from the creation of the Register have been addressed in some detail. The creation of a permanent, regularly updated voter register is a considerable improvement on the previous reliance on ad hoc voter lists compiled ex nihilo for each new election. However, sufficient resources will be needed to support the creation of the new Register and to inform voters about the mechanisms for adding and correcting entries in the Register. If they are, this Law should make a significant contribution to protecting and implementing the right to vote in Ukraine.
