Paragraph 34

So far as periodic updates are concerned, the intention to engage in this process four times a year seems very ambitious. Most countries with developed voter registers do not seek to update their lists more than once or twice a year. Whilst the provisions in the present Law should ensure that the voter lists produced for a particular election are very up-to-date, a quarterly update of the Register will consume significant resources if the task is performed properly. This is something which will need to be kept under careful review. If sufficient resources are not made available, it may be necessary in due course to reduce the frequency of periodic updates.
