The Protocol of a Precinct Election Commission on Voting Results

1. A precinct election commission shall compose a protocol on the results of voting in the corresponding precinct. In case if the protocol on the voting results is compiled on more than one page, each page shall be numbered and signed by all present precinct election commission members with decision vote and stamped by the precinct election commission stamp.

2. A protocol of the precinct election commission on the voting results shall contain:

a) copy number;

b) indication of the level of elections;

c) the word “Protocol”;

d) name of the election commission and the precinct number (of the constituency);

e) protocol items:

Item No. 1: the number of voters entered on the main register as of the moment when the voting has ceased;

Item No. 1a: the number of voters, who were entered into an additional list;

Item No. 2: the number of ballots received by the precinct election commission;

Item No. 3: the number of ballot papers, handed out the voter who voted earlier;

Item No. 4: the number of ballots handed out to voters at the polling station on the voting day;

Item No. 5: the number of ballots handed out to voters who voted outside the polling station on the voting day;

Item No. 6: the total number of voters, who have taken part in elections;

Item No.7: the number of destroyed ballot papers;

Item No. 8: the number of ballots contained in the mobile ballot boxes

Item No. 9: the number of ballot papers, contained in the stationary voting boxes;

Item No. 10 the number of valid ballots;

Item No. 11. the number of invalid ballot papers

Item No. 12. total number of voters who attended the voting.

Item No. 13: Last names, names and surnames (in alphabetical order) of the candidates and the number of votes, cast for each candidate.

Item No. 14: the number of votes cast to the position “Against all candidates.

The protocol on the voting results shall also include the following items:

Item No. 15: the number of strike off certificates for voting, received by the precinct election commission:

Item No. 15 a: the number of strike off certificates, issued to voters by PECs before the voting day at precinct commission premises;

Item No. 15 b: the number of voters who voted at the polling station using strike off voting certificates;

Item No. 15 c: the number of unused (destroyed) voting certificates at the polling station;

Item No. 16: the number of lost ballot papers;

Item No. 17; the number of ballot papers, whose quantity has exceeded the number of received ballot papers;

e) list of complaints(applications), acts and other documents, attached to the protocol, as well as decisions of the election commission on them and appropriate record of special opinions of the PEC members who disagree with the content of the protocol, if available;

g) family names and initials of the chairperson, secretary and other election commission members and their signatures;

h) date and time of the protocol signing;

i) the election commission’s stamp.

3. The numbers specified under Clause 2 of this Article shall be entered in the protocol on the voting results in figures and words. The protocol on voting results shall be filled in only in black ink.

4. Items in the protocols of all superior election commissions shall correspond to the items of protocols of the PEC as well as to data specified by item 2, article 46 of this Code.

5. The data entered to the PEC protocol by hand on the voting results on the appropriate territory, election results in the constituency and data entered to the protocol with usage of the state automated “Shailoo” information system signed by PEC members with notification of time and date of when it was signed, shall correspond to each other.

6. The superior election commission shall ensure preparation of the forms for the election commissions on the results of the voting in two copies as well as of one copy for each candidate and one enlarged copy of the protocol to be put up in the premises of the election commission for public review.
