In its Code of Good Practice in Electoral Matters (CDL-AD(2002)023rev), the Venice Commission underlines in paragraph II. 2. b. that “the fundamental elements of electoral law, in particular the electoral system proper, membership of electoral commissions and the drawing of constituency boundaries, should not be open to amendment less than one year before an election, or should be written in the constitution or at a level higher than ordinary law”. In paragraph II. 3.1. f. of the Code of Good Practice, it is said that “the bodies appointing members of electoral commissions must not be free to dismiss them at will”. Paragraph II. 3.1. g. calls for standard training of the members of electoral commissions.[
