.  Article 53 states that a political party must nominate candidates in at least two thirds of the territorial election districts and the national election district in order to participate in the elections. This provision may discriminate against regionalist parties or parties representing territorially established minorities. The maximum number of candidates permitted for a territorial election district list is the number of mandates to be elected in the territorial election district. The minimum number of candidates a political party is required to include on the list of candidates in the territorial election district is one candidate. All candidates on the political party list for the territorial election district must also be included on the political party list at the national level.
