DECs are required, under Article 30.2.9, to assist in conducting and in certain instances to organise meetings of candidates and party representatives with voters. Election administration should be left with regulatory, controlling and facilitating functions and not organisational ones as far as the election campaign is concerned. Organising campaign events is not generally, and should not fall, within the duties of election administrators. This is a task that should be left to political parties and candidates. This has been previously noted by the OSCE/ODIHR and the Venice Commission. As the provision remains unchanged in the draft law, its reconsideration should be carefully considered in future amendments.
