 The system of reception of election material and the checking of PEC results is defined by Article 90. In its Final Report on the 2006 Parliamentary Elections in Ukraine, the OSCE/ODIHR recommended that the system of results aggregation (notably at the DEC level) be simplified. Both the Venice Commission and the OSCE/ODIHR have previously noted that the number of items of information required on PEC protocols has increased dramatically with each amendment to the election legislation (this number stands at 17 in Article 85.2 of the draft law (Article 85.2 represents an increase from eight items in 2004). Thus, it will be necessary to ensure that adequate training is provided to all PEC and DEC members to ensure they understand the technical nuances of completing the necessary vote count protocols.
