The draft law, in Article 114, awards a right to appeal in all cases and extends this right to appeal to third persons not involved in the initial hearing of a case, but who were directly impacted by the alleged violation. Strict time limits (an appeal must be filed within two days of a decision and the appeal must be heard within the following two days) ensure the continued efficacy of the dispute resolution system and, in this iteration, the right to appeal is likely to increase the fairness of the electoral process. Such a system, as it appears in draft law, is notable for its commitment to ensuring the timely resolution of election disputes.
